On the basis of adhering to the stability and continuity of the quota policy, the Ministry of Ecology and Environment (MOE) has made appropriate adjustments within the framework of the HFCs quota program in 2025 in response to the downstream demand of the industry. Under the condition that the total GWP value remains unchanged, the number of quota adjustments between different products is adjusted from 1 to 3 times the quota increase does not exceed 10%
On the basis of the 2024 quota, based on the substitution demand for HCFCs phase-out, and the growth demand for R41 and R236ea in the semiconductor industry, issue an additional 45,000 tonnes of production quota for R32 (45,000 tonnes of production quota for internal use); 8,000 tonnes of production quota for R245fa (8,000 tonnes of production quota for internal use); 20 tonnes of production quota for R41 (20 tonnes of production quota for internal use); 20 tonnes of production quota for R236ea (20 tonnes of production quota for internal use); 20 tonnes of production quota for R41 (20 tonnes of production quota for internal use). R245fa production quota of 8,000 tonnes (8,000 tonnes for internal use); R41 production quota of 20 tonnes (20 tonnes for internal use); R236ea production quota of 50 tonnes (0 tonnes for internal use). The quotas were issued according to the original market share of each variety of HFCs. The issuance of quotas for other varieties of HFCs is consistent with 2024.
